Supporting the transformation process: Linking NECP planning and reporting
with project implementation at municipal level

The LINK Guideline is an important tool for municipalities to bring their municipal development concepts in line with the objectives of the National Energy and Climate Plan (NECP). It forms the theoretical background for the use of the LINK Tool (prototype), the core of the practically applicable transFORMAT-LINK results.

The basis of the LINK Guideline is research on related national and European projects, community case studies and stakeholder interviews at the federal, state and municipal government levels.

The LINK Guideline consists of the following content:

  • Standard criteria for the revision of municipal development concepts or plans
  • Minimum requirements for the revision of local development concepts or plans
  • Information and data sources
  • Determination of the status quo on municipality level
  • Elaboration of contents for municipal development concepts or plans
  • Documentation of the progress

The presentation of a minimum catalog of requirements harmonizes NECP-compliant planning and reporting at municipal level. Defining which content needs to be included in municipal development concepts also takes into account potential conflicts of objectives from the outset and creates scope for resolving them.
